Yes. Rapid Resizer is compatible with Windows, Macs, iOS (iPhone & iPad), Android (including Samsung), Chromebooks, and Linux.
There's no app to install. You simply use it through the website from just about any device that has a web-browser.
The more complex features, such as the Designer, aren't very realistic to use on a small phone screen but the basic functionality works fine.
