When the proportional box is ticked at the resizing stage, this will lock in the ratio of width to height. It will ensure that your image does not become distorted whenever you are resizing your design. 

If you want to customize the width and the height of your design and not maintain the original proportions, you can untick this box. Just remember that doing so might mean your design is out of proportion.
